when the car idles, the throttle is closed, everything sees vacuum. if vacuum opened the egr, exhaust would circulate at idle, which would make it run rough. the egr recirculated the gas when you are cruising (on the throttle, which means less vacuum). im almost 100% sure the egr is closed when it sees vacuum. everything else you said about the tube attached to the manifold seeing boost appears right and very possible, but like you said, such a small leak may not cause and serious difference, still should fix it though if you can.
